The aim of the UNIPUB project was to test the extent to which institutional databases can be useful tools for the characterisation of the publication output of higher education institutions. Its purpose was also to analyse the methodological problems that hinder the building of research activities indicators based on these databases. It wished to find out if these institutional databases can be seen as complements to other existing national or international sources, enabling university managers to obtain a broad and complete overview of the university research effort. The experiment was conducted by 4 teams (CNR-CERIS, CSIC-IEDCYT, University Carlos III and University of Lugano) on 6 university DBs. The project tested five descriptors and three indicators which could further knowledge on productivity, types of publications, audience addressed, types of research, national and international orientation, and presence of peer review process before publication. All 6 institutional DBs share some common features : a propensity towards coverage of recent publications, quite a good balance of disciplines, and the availability of a large amount of bibliographic information for almost all publication types. As they stand they enable universities to get a more accurate picture on a number of issues than from using existing generic databases. Nevertheless the project identified a set of issues that limit comparisons. It developed a framework and methodological recommendations on the minimal conditions that may enable universities willing to compare themselves with others to be in a position to do so. As such it provides an operational guide for all universities willing to develop such institutional DB.
