Modification in the audits periodicity
 
The requirement to submit audit certificates each year in the Network of Excellence has been adressed as a key problem by many of you at the end of the first reporting period. As this issue was raised in most of Networks of Excellence and Integrated Projects, and in the overall context of simplifying procedures within FP6, the European Commission and especially Directorate K of the DG RDT proposed interesting developments. Keeping in mind the need for sound financial necessity, pragmatic project management and given the high number of partners and the relatively limited allocation for some of them, the Directorate proposed, through special clause 32, a deviation from the standard provision of the annual submission of audit certificates (Art. 7.2). Considering that, and keeping in mind the necessity to settle advance payments, audit certificates will now be required once for two years that means in our case at the end of 2006 and 2008.

Thus, norwistanding the provisions of Article 7.2, audit certificates shall be submitted by all contractors, at the latest 45 days after the end of the reporting periods P1 for costs incurred between 1/1/2004 - 31/12/2004, P3 for costs incurred between 1/1/2005 - 31/12/2006 and P5 for costs incurred between 1/1/2007 - 31/12/2008. This is available as long as the timetable of PRIME NoE is not modified in its total duration or in the lenght of its reporting periods. It means that, at the end of this second reporting period (1/1/2005 - 31/12/2005), partners will not be asked to submit an audit certificate but the Form C Financial statement set out in Annex VI remains mandatory and is to be provided by all contractors for each reporting period P1,P2,P3,P4 and P5.

PRIME amendment N°7
 
This amendment formally approves accession of three new contractors from Eastern European that have been selected through the usual process and more specifically the project PRIME CEEC leaded by Benedetto Lepori (Partner 13).

The amendment also deals with reorganisations and consequently two institutions access the contract whereas two others terminate their participation.
